ICF KAlSER <br />C.:oNSill,TINO GRoup <br /> <br />Technical Proposal <br /> <br />Peñonnance Audit/Program Assessment of Redwood City's <br />Housing Rehabilitation loan Program <br /> <br />ICF Kaiser is pleased to submit this proposal to assist Redwood City to conduct a <br />performance audit of ihi Housing Rehabilitation Loan program. ICF is well qualified to assist <br />the City in this endeavor because of our extensive affordable housing work at the federal, state <br />and local level in market analysis, housing finance, housing program design and evaluation, <br />and technical assistance. <br /> <br />ICF is an independent consulting firm headquartered in Faiffsx, Virginia, with additIonal <br />offices in San Rafael, Callfomia. The firm's Housing and Community Development Group <br />provides technical assistance, traintng, research arid program evaluation services to a variety <br />of public and private sector dients wondng in the field of affordable housing. <br /> <br />At the cora of ICF's consulting work. is its In-depth knowledge of federal housing <br />programs. ICF staff have experience with virtually every housing and community development <br />program administered by the Department of Housing and Urban Development (HUD). ICF <br />trains local government staff across the country on the HOME and CDBG Programs, and <br />wo¡1(s directly with Hue staff to pre~r. training materials, articulate Hue policy, and deliver <br />both the regulatory and program design practices for 5UCCASsful implementation of both <br />programs. <br /> <br />Background <br /> <br />ICF has extensive experience providing assistance to pub6cJy funded housing <br />rehabilitation programs. A selection of ICF's projects follow below. <br /> <br />As part of HUD's Comprehensive Rehabilitation Servlœs Program (CRS), ICF provided <br />technical assistance to local government staff aaoss the country on evaluation and redesign <br />of housing rahabiHtation programs funded by the CDBG program. During the course of this <br />project, ICF delivered over 600 on-slte days of technical assistance to cities including Raleigh, <br />NC, Rochester, NY, WIChita, KS and Aurora, IL; designed and delivered four national training <br />çourses; and planned and delivered a national conference for program grantees. <br /> <br />ICF Proposal <br /> <br />Page 1 <br /> <br />""'--.....",.---.". ?" <br />
