This included working with the City and its non-profit <br />subrecipients to assess how best to administer this program, writing a procedures manual for <br />U1e program and training both city staff and non-profit subrecipient staff. <br /> <br />The Michigan State Housing Development Authority contracted wñh ICF to provide <br />intensive technical assistance to the City of Detroifs Planning and Development Department <br />Under this contract ICF assisted the City's Housing Services Division redesign processes and <br />procedures for its Emergency and Minor Home Repair Programs, to more effectively deliver <br />housing rehabilitation programs to low-income Detroit residents. <br /> <br />ICF worked with key &takeholders to revise the housing rehabilitation delivery system <br />for the City of Cleveland. Partners included the loçal government, business, and nonprofit <br />sectors. JCF submitted a report and recommendations for a high volume, multi-tiered program <br />that involves neíghborhood based olÐanizations, larger rehabilit81íon service organizations, <br />lenders, and the local government The project involved facilitation of stakeholder meetings, <br />examination of local programs and resources, identificaüon of gaps between resources and <br />need, ìdentification of inefficiencies in current program delivery, and te$eiltch on home repair <br />programs across tn. county. <br /> <br />ICF provided techniCslassistance to the City of Memphis to improve its rehabilitation <br />programs. Under this project ICF developed descñptions for each product offered by the dty, <br />developed property standards, established methods to ensure that inspectors consistently <br />interpret standards, created work prognøns and training plsns for con.!ltrudion ~taffJ and <br />helped 1he city reinstate a project tracking system. <br /> <br />ICF provided technical assistanÅ“ to Salt Lake County to write policy statements and <br />set production goals for its housing rehabilitation program. Working with County staff, ICF <br />wrote program guideUnes on loan limits, eligible borrowers, and eligible use of loan dollars. <br />ICF also helped the county prepare an RFP seeking vendors to deliver the rehabilitation <br />program- <br /> <br />Workplan and Product Description <br /> <br />Our overaH approach to the project is built upon a targeted framework of inquiry and <br />assessment Involving: <br /> <br />. background research, indudíng an abbreviated market study to better assess the <br />rehabilitation needs of Redwood City's low-income populatíon; <br />. best practices in rehabilitation program design and Implementation employed by other <br />cities; and <br />. stl1Jdured interviews with key city staff and stakeholders. <br /> <br />This section of our proposal describes the methods that we will use and activities that <br />we will undertake to produce the final product.
