We will discuss specifIC technical issues and challenges 1hat might be encountered during our wor1<, and ease of access to appropriate data in the city to conduct an abbreviated market study. We will also collect: . Background information developed by the Team, including HUD Performance Reports, reports to City Council and community, and copies of applicable local Iawslcodestregulallonslprocedures thet affect housing programs. . Names and contact infonnation for key stakeholders, including local govemment officials, contractors, homeowners who have benefited from ret1abilitation assistance. lenders and non-profit and community advocates. Interviews We will begin this component of the project by develOping an interview instrument to use during intervi8W$. We plan to interview each Team member, other key city staff in the Planning and Redevelopment Group and/or other city agencies and stakeholders that come into contact with the current Rehabilitation Loan Program. Interview questions will fOcus on the City's goals and objectives. real and perceived issues in a range of areas, including, the amount of assistance, administrative procedures, writing specifications, working with contractors and the extent to which the current program is known to and meets residents needs. During this phase of the project, we also wiR identify, and contact, up to five communities that hav.. addrøss&d one or I11OfV of the issues identified duling our interviews. We will collect as much information as possible to create short case studies that can be used by the staff in assessing how best to ad1ieve its goals. We will also tHing to bear the vast array of work that we have done on rehabiNtation programs - what works and how best to achieve the City's stated goals. Data Analysis In addition to conducting intef'lliew5 ICF will gather existing data from the city, including demographic information about Iow-income homeowner population, the condition of single to four-unit housing stock in RedWood City. and the average cost of needed improvements. ICF will analyze which populations live in housing that needs repair, how big the potential market is for the Program, and If the Prcgl'B1T1 offers products that adequately meet market demand.
