We will discuss specifIC <br />technical issues and challenges 1hat might be encountered during our wor1<, and ease of <br />access to appropriate data in the city to conduct an abbreviated market study. <br /> <br />We will also collect: <br /> <br />. Background information developed by the Team, including HUD Performance Reports, <br />reports to City Council and community, and copies of applicable local <br />Iawslcodestregulallonslprocedures thet affect housing programs. <br />. Names and contact infonnation for key stakeholders, including local govemment officials, <br />contractors, homeowners who have benefited from ret1abilitation assistance. lenders and <br />non-profit and community advocates. <br /> <br />Interviews <br /> <br />We will begin this component of the project by develOping an interview instrument to <br />use during intervi8W$. We plan to interview each Team member, other key city staff in the <br />Planning and Redevelopment Group and/or other city agencies and stakeholders that come <br />into contact with the current Rehabilitation Loan Program. Interview questions will fOcus on the <br />City's goals and objectives. real and perceived issues in a range of areas, including, the <br />amount of assistance, administrative procedures, writing specifications, working with <br />contractors and the extent to which the current program is known to and meets residents <br />needs. <br /> <br />During this phase of the project, we also wiR identify, and contact, up to five <br />communities that hav.. addrøss&d one or I11OfV of the issues identified duling our interviews. <br />We will collect as much information as possible to create short case studies that can be used <br />by the staff in assessing how best to ad1ieve its goals. We will also tHing to bear the vast <br />array of work that we have done on rehabiNtation programs - what works and how best to <br />achieve the City's stated goals. <br /> <br />Data Analysis <br /> <br />In addition to conducting intef'lliew5 ICF will gather existing data from the city, including <br />demographic information about Iow-income homeowner population, the condition of single to <br />four-unit housing stock in RedWood City. and the average cost of needed improvements.
