Assessment of how new CDBG regulatory flexibilitles can change and influence the <br />Program- <br />. Selecting and retaining qualified contractors for the Program. <br />. Incentives that might be created to encourage homeowners to participate in the Program. <br />. The potential impact specific improvements in efficiency and elimination of unnecessaty <br />procedures and l'9gulations could have in streamlining the Program. <br /> <br />For each issue, we will explore practical sohJtions to the barriers and constraints <br />identified. Using our understanding of tt1ø political climate, we also wUI identify those actions <br />that are likely 1<> be the easiest to implement quickly. We will ensure that the report provides <br />recommendations that may be implemented both in the short term and the longer term <br /> <br />Recom mendatlons <br /> <br />ICF staff will prepare a report outlining the results of both the interviews and data <br />analysis descñbed above. We wíU worX closely with the Team to review the autmmes and <br />develop a set of recommended changes to the existing Program. Recommendations related to <br />loan products, organizatJonal structure, procf!SS, and/or staffing are possible topics be included <br />in the report. The recommendations will be designed to achieve necessary buy-in from City <br />decisiorHnakers, if neoessary, in making d86ired changes. <br /> <br />Implementation PlanIProcedures Marwal <br /> <br />ICF will wort< with the Team to develop an implementation plan for proposed program <br />ímprovements. ICFWiU help the Team revise the Procedures Manual, including creating any <br />'(lrms that will be needed, and/or revising existing forms to Implement the new procedures. <br />We recommend that the new procedures be "tested", by using the manual for at least a three- <br />month period, after which time, ICF will assist city staff in making any necessary revisions to <br />the manual. ICF win also advise the City on integrating a new electronic specification \/Witing <br />system into the procedures, if that is desired. <br /> <br />ICF win also develop a set of performance standards and production goals to be <br />achieved during the next program year.. <br /> <br />Marketing Plan <br /> <br />ICF will worK with the Team to develop an approach to marketing the program to the targeted <br />popylation.
