SeverallCF staff members, whose experience is described below, wßI <br />support her- <br /> <br />Carole Noms (Project Director, Sa" Raf..1 Offlce) has over twenty years experience in <br />Planning and Community DElveiopment. Prior to joining ICF, she directed ~e activities of two <br />California community redevelopment agencies, was executive dù'8ctor of a San Francisco- <br />based non-profit development corporation and managed her own business providing technical <br />assistance to federal, state and local government Ms- Noms's expertise combines strong <br />skills in HUe programs, housing finance, property management and organizational <br />development with proficiency as a trainer and facilitator. Since joining ICF, she has been <br />involved in the design of and been a senior trainer of fIVe new training courses: Construction <br />Management, Economic Development Toolbox, Basialßy CDBG, Designing Homebuyer <br />Programs and Building HOME. Ms. Norñs currently manages lCF's $1_5 million training and <br />technical assistance contract with HUD. This includes managing the delivery of training and <br />technical assistance in CDBG.
