<br />Explanation Attachment to Waiver Request Memo for the City of Redwood City <br /> <br />Circumstances: <br /> <br />The City of Redwood City has provided the landscaping maintenance services for the Garfield <br />School Sports Field since the City accepted the renovated sports field ITom the County on June <br />3, 2002. The City was awarded the contract (County Agreement No. 45000-03-CI04) to <br />perform the landscaping services pursuant to the Agreement between the County of San Mateo, <br />the City of Redwood City, and the Redwood School District, regarding the construction, <br />establishment and maintenance of playing fields at Taft and Garfield Schools that was approved <br />on November 8, 1999 and Amended August 28, 2000. This Agreement states "the County of <br />Sari Mateo will be responsible for the cost of maintaining the playing fields at Garfield School. <br />In this connection, it is anticipated the County will contract with the City to perform this service <br />orto subcontract for maintenance.". (Redwood City Resolutions 13782 and 13981) <br /> <br />The City complied with the Equal .Benefits Ordinance during the 2002-2004 term of the <br />landscaping maintenance agreement due to a collective bargaining agreement that was in effect <br />before July 1, 2001. The collective bargaining agreement no longer qualifies the City to the <br />exemption ITom the Equal Benefits Ordinance. <br /> <br />Redwood City does have a Domestic Partners Policy that covers health care, but it is not in full <br />compliance with the San Mateo County Ordinance. <br /> <br />Request: <br /> <br />The City's request for a waiver is being forwarded pursuant to Section 2.93.020 (b) and (c). I <br />have attached the Redwood City Administrative Policy and a letter ITom Ms. Fierro of their <br />Human Resources Department requesting a waiver and documenting their partial compliance. <br /> <br />Public Works is seeking approval of the waiver to allow execution of the Agreement for <br />landscaping maintenance for 2004-2006 with the City of Redwood City. <br /> <br />. ........_..__..,..~--~.... <br />
