(ii) To the extent permitted by applicable law, be <br /> a resident within the incorporated limits of the <br /> City of Redwood City prior to the time of <br /> application, unless no such residents qualify, and <br /> then in accordance with the marketing standards set <br /> forth in Section 4 .O1 (e) (3) , below, and _ <br /> (iii) The City requires, to the extent permitted by <br /> applicable law, occupancy preference be given to <br /> large households, as defined by the City' s <br /> Consolidated Plan which documents the greatest <br /> housing need for large family households of four or <br /> more persons . <br /> '� (iv) Income levels for the HOME Units shall be in <br /> accordance with limits set forth by HUD, which will <br /> be adjusted annually by HUD. Such HUD income <br /> levels are attached hereto as Exhibit "I" and <br /> incorporated herein by reference as "HUD Income <br /> Levels" <br /> 3 . Marketing of HOME Units . The Developer shall <br /> comply with the City' s affirmative marketing plan for the HOME <br /> Units to be provided by City. The Developer shall, to the extent <br /> permitted by applicable law, select eligible purchasers for the <br /> Home Units from a pool of applicants residing in the incorporated <br /> limits of the City of Redwood City no later than the date on which <br /> construction will begin or the earliest date unit is habitable for <br /> occupancy. As part of its marketing efforts, the Developer shall <br /> provide notice of opportunity to purchase and/or opening of waiting <br /> lists to Fair Oaks Community Center, a CORE Referral agency for San <br /> Mateo County Human Services operation. <br /> The City shall be responsible for providing the Developer <br /> with a pool of qualified applicants to fill the HOME Units . <br /> 4 . Lobbving Prohibited. The Develope `r shall not <br /> use HOME funds for publicity or propaganda purposes designed to <br /> support or defeat legislation pending before federal, state, or <br /> local government . HOME funds shall not be used by Developer to <br /> influence an officer or employee of any agency, a Member of <br /> ' Congress, and officer or employee of Congress, or an employee of a <br /> 3 ; <br /> Member of Congress in connection with the award of any Federal <br /> contract . <br /> : � <br /> ' ! d.
