F. Reliqious Activitv Prohibited. <br /> Those shall be no religious worship, instruction, or proselytizing as <br /> part of, or in connection with, the performance of this Agreement. <br /> G. Uniform Administration Requirements. <br /> Contractor shall comply with the requirements and standards of the <br /> HOME Investment Partnership Regulations, OMB Circular A-122 <br /> Cost Principles for Non-Profit Organizations, OMB Circular A-110 <br /> attachments A, B, C, F, H, N, and O, and all other federal, state, <br /> and local laws, regulations and requirements, as applicable. <br /> H. HOME PROGRAM Repuirements. <br /> Contractor shall comply with the requirements and standards of the <br /> HOME Investment Partnership Regulations relating to: income <br /> targeting to HOME limits of 50% and below median income; <br /> affordability term of no less than 20 years; recorded deed <br /> restrictions at the time of sale to a HOME eligible buyer which <br /> provides for the recapture of HOME funds and first right of refusal <br /> in the event of sale prior to the completion of the required <br /> affordability period; maximum sales price not to exceed 95% of <br /> area median sales prices or $252,700, whichever is less; and <br /> requirement for the dwelling to be the primary residence of a low <br /> income owner with monthly housing costs of principal, interest, <br /> taxes and insurance at no more than 30% of the household's gross <br /> income. <br /> 7. ASSIGNMENT AND SUBCONTRACT <br /> A. Without the written consent of the Agency, the City Council or <br /> his/her representative, this Agreement is not assignable in whole or <br /> in part. Any assignment by Contractor without the written consent <br /> of the Agency or City Council or his/her representative violates this <br /> Agreement and shall automatically terminate this Agreement. <br /> 8. RECORDS <br /> A. Contractor agrees to provide to Agency, City, to any Federal or <br /> State department having monitoring or reviewing authority, to City's <br /> authorized representatives and/or their appropriate audit agencies <br /> upon reasonable notice, access to and the right to examine and <br /> audit all records and documents necessary to determine <br /> compliance with relevant Federal, State, and local statutes, rules <br /> 1/18/99 7 <br /> __. _ . __.. .... . .. . ___..._......__.�.___ .__w.. .r. __..._.... __._ _ <br />
