<br />Mr, Richard Haygood <br />July 14,1999 <br />Page 2 <br /> <br />. <br /> <br />DKS will confirm major analysis assumptions with City staff during the course of the <br />project, including the issues of trip generation, trip distribution, traffic assignment, and <br />any assumptions required to perform the level of service methodology. <br /> <br />For this Environmental Assessment, DKS will use the intersection counts collected as <br />part of the March 25, 1999 Costco Gasoline Station Addition Traffic Impact Study, No <br />new intersection turning movement counts are assumed for this work scope, <br /> <br />. <br /> <br />. <br /> <br />The analysis will be based on the December 18, 1998 site plan provided by Barghausen <br />Engineers. <br /> <br />. <br /> <br />Fuel gallonage estimates £rom the sample gas stations used for parking and vehicle trip <br />generation prediction will be provided by Barghausen Engineers, <br /> <br />City staff will provide DKS with a list of approved/planned developments to be assumed <br />under the background and cumulative condition scenarios. <br /> <br />. <br /> <br />Task 1. Data Collection/Field Reconnaissance <br /> <br />DKS shall collect the following data: <br /> <br />. <br /> <br />On a school day .prior to June 17, 1999, 24 hour bi-directional tube counts and speed surveys <br />will be conducted on : <br /> <br />1, Charter Street east of Stambaugh Street <br /> <br />2. Spring Street between Woodside Road and Charter Street <br /> <br />. <br /> <br />A cut-through traffic survey (i,e, license plate survey) will be conducted at the intersections <br />of Middle field/Charter and Woodside/Spring <br /> <br />Parking utilization surveys at the existing Redwood City Costco during one weekday (from <br />10:00 AM to 8:00 PM) and one weekend day (from 12:00 PM to 8:00 PM), <br /> <br />A survey of weekday (&om 4:00 PM to 7:00 PM) and weekend (&om 12:00 PM to 3:00 PM) <br />queue lengths and times at three Costco gas stations (Santa Clara, Sunnyvale, South <br />Sacramento). Prior to conducting the sUiveys, DKS will confinn with Costco that these times <br />represent the busiest times for gas station activity at Costco gas stations. If necessary, we will <br />adjust the survey times and notifY City of Redwood City staff as well. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />A survey of weekday (from 4:00 PM to 7:00 PM) and weekend (from 12:00 PM to 3:00 PM) <br />queue lengths and times at two Redwood City gas stations as specified by City staff. <br /> <br />Trip Generation surveys at the Sunnyvale Costco Gas Station on one weekday (from 4:00 PM <br />to 7:00 PM) and one weekend day (&om 12:00 PM to 3:00 PM), <br /> <br />. <br /> <br />The 4 intersections that will be analyzed for this project are: <br />1, Middlefield Road/Woodside Road <br />2.
