Middlefield Road/Costco South Driveway <br />4, Middlefield Road/Flynn Avenue <br /> <br />D KS shall use existing turning movement counts collected as part of the March 25, 1999 Costco <br />Gasoline Station Addition Traffic Impact Analysis for this environmental assessment and no new <br />counts will be conducted at the study intersections, <br /> <br />DKS staff will also conduct a field visit and observe weekday peak period vehicular and pedestrian <br />traffic near the elementary school on Charter Street. <br /> <br />Task 2. Trip Generation Analysis <br /> <br />DKS will review trip generation data at the Sunnyvale Costco Gas Station, data previously <br />collected for other Costco gas station projects (Santa Clara and South Sacramento), and also <br />material provided by Barghausen Engineers regarding membership levels/trip generation at existing <br />Costco facilities where refueling facilities have been installed. In order to verifY that the trip <br />generation data collected at these other gas stations are valid for the proposed project, DKS shall <br />compare the anticipated fuel gallonage to be delivered to the proposed project with the gallonages <br />experienced at the sample gas stations, DKS will prepare a memo to the City of Redwood City <br />summarizing the suggested trip generation rates for the proposed Redwood City project. The trip <br />generation to be used for the project should be approved by City staffbefore proceeding to Task 3, <br /> <br />Task 3. Impact Analysis <br /> <br />For this project, DKS will modifY the TRAFFIX model previously created as part of the March 25, <br />1999 Costco Gasoline Station Addition Traffic Impact Study to analyze impacts at intersections and <br />arterial streets, For each intersection analyzed, DKS staff will estimate the weekday AM, and P,M, <br />peak hour level of service (LOS) using the Circular 212 Planning methodology (as specified in the <br />1997 Congestion Management Program for San Mateo County), All critical assumptions will be <br />confinned with City staff prior to their incorporation into the traffic impact model. We will review <br />pass-by and diverted vehicle trip calculations with City staff to confirm our assumptions regarding <br />vehicles on Woodside Road and Middlefield Road that would access the proposed gas station, <br /> <br />The impact analysis will include the following scenarios: <br /> <br />1. Existing Condition (no new analysis assumed; information to corne directly from March 25, <br />1999 Costco Gasoline Station Addition Traffic Impact Analysis) <br />2. Existing + Background Condition <br />3. Existing + Background + Project Condition <br />4. Cumulative Condition <br /> <br />In addition to intersection impacts, particular attention will be given to the following transportation- <br />related impacts: <br /> <br />........-".--- .._.
