<br />Mr, Richard Haygood <br />July 14, 1999 <br />Page 4 <br /> <br />. <br /> <br />On-site parking, DKS shall detennine whether there would be adequate parking at the <br />Redwood City Costco should the proposed project be implemented, As part of this parking <br />analysis, DKS shall conduct a weekday and weekend parking utilization survey as the Redwood <br />City Costco as described previously in Task 1. DKS shall also provide an estimate of the <br />anticipated parking demand that would be generated with the proposed project based on the <br />parking survey and membership data (i.e, before and after membership, parking and/or trip <br />generation surveys at other comparable Costco warehouse with gas station additions), <br />Queue Lengths and Times, DKS will estimate anticipated peak hour queue lengths and times <br />based on data collected at the Sunnyvale, Santa Clara, South Sacramento, and Redwood City <br />gas stations, DKS will analyze the site plan to determine whether the proposed site plan can <br />accommodate the predicted queue lengths, <br />Charter Street Traffic Calming, DKS will analyze traffic conditions along Charter Street, <br />particularly near the elementary school located near the project vicinity, DKS will consider the <br />potential for traffic calnùng on Charter Street to protect the school use and as a way to support <br />the residential community. One of the potential traffic calming improvements that would be <br />recommended would be to monitor the street once the station is opened to detennine if the <br />additional traffic calming improvements would will be required, <br />Site Circulation, DKS will incorporate the discussion of on-site circulation provided in the <br />March 25, 1999 Costco Gasoline Station Addition Traffic Impact Study, Additionally, DKS <br />will incorporate new findings concerning on-site circulation that may have developed upon <br />review of the new data that would be collected with this environmental assessment. Specific <br />attention will be given to the location of the fueling positions, the gas tanks, and the access in <br />relation to the existing parking lot. <br />Truck Trip Routing, DKS will incorporate truck trip data provided by the project sponsor <br />into a discussion on existing delivery and proposed fuel truck routes from the freeway, to <br />the site, and back to the freeway. We will also discuss appropriate delivery times and <br />estimate how many fuel truck deliveries as well current warehouse deliveries occur each <br />day. <br />Mitigation Fee. DKS will calculate the project sponsor's traffic impact fee contribution <br />based on information provided by City staff, <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />DKS can also provide a copy of the traffic volumes for all scenarios analyzed to any air quality, <br />noise or other environmental consultant working on the project. <br /> <br />Task 4. Mitigation Measures <br /> <br />Mitigation measures will be created to alleviate adverse impacts of the proposed project. The <br />mitigation measures will focus on potential traffic calnùng improvements along Charter Street, on- <br />site circulation of passenger cars and delivery vehicles, on-site parking and study intersection <br />improvements, <br /> <br />--".'T <br />
