Subsul'farc fonsultants, Inr.

Mr. Gary Hover, Superintendent
City of Redwood City
May 6, 1999
SCI845.021
Page 2

The scope of the subtasks are described in detail in our proposal dated February 5, 1999 as well
as the Work Plan dated April 23, 1999. Our fee estimate to provide the anticipated services on
the tasks listed above between May and December 1999 is $192,350. Please note that SCI
solicited bids from three drilling subcontractors and three analytical laboratories to implement
portions of the Work Plan. Costs from the lowest bidders, amounting to approximately $25,000
for the drilling subcontractor and $19,000 for the analytical laboratory services, are included in
the attached itemized estimate.

Our services will be provided on a time-and-materials basis in accordance with the existing
contract dated March 24, 1999 signed by SCI and the City. We will not exceed this estimate
without the City's written authorization. We understand that with the approval of the City
Council, the City will provide a Purchase Order authorizing SCI to proceed. Pending the City's
approval, as well as comments from the San Mateo County Health Services Agency regarding
the Work Plan, SCI has tentatively scheduled field work to begin the week of May 17 or 24.

SCI appreciates the opportunity to continue working with the City on this project. If you have
any questions, please call.

Yours very truly,

Subsurface Consultants, Inc.

~

Glenn S.
