<br />ARTICLE V - METHODS OF PROCEDURE: CAPITAL COSTS <br /> <br />Section 5.1. Assumption of Responsibilities by the Authority. As soon as practicable <br />after the date of this Agreement, the Agencies shall appoint the members of the commission and <br />the Police Chief of the City of Belmont shall give notice (in the manner required by Section 2.5) <br />of the organizational meeting of the Commission. At said meeting the Commission shall provide <br />for its regular meetings as required by Section 2.5 and elect a Chairman and Vice-Chairman and <br />appoint a"Secretary. <br /> <br />Section 5,2. Delegation of Powers: Transfer of Records. Accounts. Funds and Property. <br />Each of the Agencies hereby delegates to the Authority the power and duty to maintain, operate, <br />manage and control all of the shared communications, computer hardware and software, and <br />other equipment necessary to support the exchange of electronic information between the <br />Agencies. The proper officers and employees of each of the Agencies shall transfer to the <br />Secretary, Controller, Treasurer and Commission of the Authority all records, accounts and <br />property of each of the Agencies which relate to the providing of police services and which are <br />necessary or desirable to allow the Authority to function. <br /> <br />Section 5.3. Joint Maintenance and Operation Fund. The Commission shall create a joint <br />maintenance and operation fund (herein called the 'tOperating Fund't). Upon the organization of <br />the Commission, the Authority shall assume responsibility for the maintenance and operation of <br />and shall maintain and operate the Joint Equipment and shall maintain the Operating Fund and <br />shall pay all admiIÚstrative expenses of the Authority and all maintenance and operation costs of <br />the Joint Equipment fÌ'om said fund. Each of the Agencies shall pay into said fund its <br />proportionate share of the maintenance and operation costs of the Joint Equipment, computed <br />on the basis set forth in Section 6.3 of this Agreement. <br /> <br /> <br />....--.." -"T" <br />
