If
the effluent chemical and physical constituent concentrations comply with the
permit requirements, the system will be authorized to begin operations. If the
effluent exceeds allowable contaminant concentrations, GEl will consult with the
City's contractor to determine the problem. Once system changes are made,
GEl will conduct start-up activities again.

Once the system is running for four to six days, two (2) effluent samples will be
collected and analyzed for VOCs. After the initial start-up period is over, GEl will
prepare a letter report for submission to the RWQCB, which details the start-up
activities, and any modifications to the treatment system.

Task 3:

Operations and Maintenance

GEl will provide periodic operation and maintenance (O&M) service (minimum of
once per month) to support the treatment system, in accordance with the NPDES
requirements. This task will include site investigations, system adjustments to
comply with the NPDES permit, recording groundwater flows, pressures,
treatment system readings and analytical sampling. GEl will also record alarm
shutdown events, replace bag filters and grease pumps as necessary.
In addition, GEl will make recommendations on the need for carbon change-outs,
and will coordinate the change-outs with the City's contractor. GEl will prepare a
monthly O&M Report for the City.

Task 4:

Monitoring and Reporting

In conjunction with Task 3, GEl will conduct monitoring of the treatment system
for one year. Specifically, GEl will on a once per month basis collect one (1)
influent, two (2) midstream and two (2) effluent groundwater samples for
subsequent laboratory analyses. The proposed sampling and analytical
schedule is provided in the table below.

Analyte Method Frequency # Samples
Five (1 influent, 2
VOCs EPA 82608 Monthly midstream, 2
effluent)
Five (1 influent, 2
TPH-g, TPH-d EPA 8015M Monthly midstream, 2
effluent)

Page 3

r

r

.'["P'

.- T
