GEl will transport to and direct a California-certified laboratory to analyze
the groundwater sample for VOCs, semi-volatile organic compounds (SVOCs),
total petroleum hydrocarbons (TPH) as gasoline, diesel and motor oil, ethylene
dibromide, priority pollutant metals, and cyanide on a standard lab turnaround.
This analytical documentation will be an attachment in a Permit Application
Packet which will include the appropriate EPA NPDES Permit Application Forms
and RWQCB Form 200. Application forms will require review and signing by the
City.

Once issued, the NPDES Permit will be valid for five (5) years. Thus, annual
renewal of the NPDES Permit will not be required.

Task 2:

Dewatering System Start-up & Testing

GEl will assist the City in working with the City's Developer/Contractor in start-up
and testing of the system prior to discharging into the storm drain system, in
accordance with the NPDES permit requirements. This task will include site
investigation, sampling and reporting to the RWQCB, and other work as
necessary to operate the system.

More specifically, GEl will conduct the following activities associated with start-up
of the groundwater treatment system:

provide written pre-notification to the RWQCB of the planned
system start-up date;
on the first day of system operation, monitor the extraction of
sufficient groundwater until pH, specific conductivity and
temperature stabilize;
on the first day of system operation, collect one (1) influent and four
(4) effluent groundwater samples (2 samples each from 2 different
sample points;
on the last day of start up system operation, collect one (1) influent
and two (2) effluent groundwater samples (1 sample each from 2
different sample points);
transport to and direct a California-certified laboratory to analyze
the two (2) influent groundwater samples for pH, VOCs, and TPH
as gasoline and diesel, and the four (4) effluent groundwater
samples for turbidity, pH, TDS, VOCs, TPH as gasoline and diesel,
1,4 dioxane and SVOCs.

Page 2

r-

.. ï'

...- T
