<br />and which may temporarily and unintentionally eliminate access to the area <br /> <br />comprised of East Bayshore Road, Bair Island Road, Maple Street (east of <br /> <br />Highway 101) and Blomquist Street (east of Highway 101) and generally referred <br /> <br />to as the Bair Island Area. <br /> <br />WHEREAS, the Redwood City Police and Fire Departments have cited <br /> <br />this congestion as an existing problem for emergency response. The MND <br /> <br />Traffic Analysis showed that the intersection of Whipple Avenue at the U.S. 101 <br /> <br />Northbound off-ramp is congested on Friday and Saturday nights (including <br /> <br />holiday weekends) and that the addition of traffic generated by the Project will <br /> <br />exacerbate existing delays and temporary gridlock situations at that intersection. <br /> <br />WHEREAS, the MND Traffic Analysis further shows that the addition of <br /> <br />traffic generated by the Project and other developments in its vicinity (generally <br /> <br />referred to as "Other Developments) will exacerbate existing traffic delays on <br /> <br />East Bayshore Road. <br /> <br />WHEREAS, to minimize this impact of the traffic generated by the Project <br /> <br />and Other Developments to increase traffic capacity and reduce delay on East <br /> <br />Bayshore Road, the two existing lanes on East Bayshore Road south of Whipple <br /> <br />Avenue should be extended and/or reconfigured south to the existing most <br /> <br />northerly exit driveway adjacent to the property referred to as "Saw Mill" on the <br /> <br />map attached hereto, entitled "Bair Island Residential Traffic Study, October <br /> <br />1997, Figure 10, Proposed East Bayshore Road Improvements," marked Exhibit <br /> <br />"B," and incorporated by this reference (the "Extension Area"); <br /> <br />Agmt-165 <br />f/sh/sh/RC/Council <br />FXS:rg <br />07/01198; 07/17/98R107/22/98 <br /> <br />2 <br />
