<br />WHEREAS, with the addition of the Project, and the potential addition of <br /> <br />over 500 dwelling units and the construction of a hotel, representatives from the <br /> <br />Redwood City Police and Fire Departments have indicated that a second access <br /> <br />to the Bair Island Area is necessary to provide adequate emergency vehicle <br /> <br />response. <br /> <br />WHEREAS, the proposed extension of East Bayshore Road across <br /> <br />Redwood Creek to Blomquist Street (the "Emergency Access") would improve <br /> <br />overall circulation and access and would improve emergency vehicle response. <br /> <br />Analysis <br /> <br />of <br /> <br />far-term <br /> <br />(2010) <br /> <br />traffic <br /> <br />conditions <br /> <br />show <br /> <br />that <br /> <br />Seaport <br /> <br />Boulevard/Blomquist Street and Whipple AvenueNeterans Boulevard (the <br /> <br />"Intersections") are projected to operated at LOS F. <br /> <br />WHEREAS, construction of the proposed Emergency Access would <br /> <br />ameliorate the distribution of vehicular traffic between the Whipple Avenue and <br /> <br />Seaport BoulevardlWoodside Road Freeway Interchanges and would improve <br /> <br />emergency access to the Bair Island Area. The construction of the Emergency <br /> <br />Access will not, however, significantly improve operations of the Intersections; <br /> <br />WHEREAS, City approved a Planned Development Permit ("PD Permit") <br /> <br />and Tentative Map related to the Project on April 7, 1998 (the "Project <br /> <br />Approvals"); <br /> <br />WHEREAS, as of the date of City's approval of this Agreement, City has <br /> <br />not adopted a Citywide or Areawide traffic impact fee program applicable to the <br /> <br />Project pursuant to Government Code Section 66000, et seq.
