<br />EXHIBIT "A" <br /> <br />SCOPE OF SERVICES <br /> <br />4-1 <br /> <br />General <br /> <br />4-1.1 The City is implementing a Toilet Replacement Program that focuses on <br />replacement of non-water-conserving toilets using more than 1.6 GPF for both <br />the residential and commercial customer classes and is comprised of two offers <br />to customers: the Direct-Install Project which provides free toilets, showerheads <br />and kitchen and faucet aerators and installation to be carried out by the <br />Respondent; and, the Rebate Option, which provides rebates to customers who <br />purchase and install their own water conserving toilets, which will be carried out <br />by the City, and is not a part of this project. <br /> <br />The Direct-Install offer to customers, provides for the replacement of <br />conventional gravity-fed toilets with gravity or pressure-assist types. These are <br />offered free of charge to customers, including installation services by the <br />Contractor. The City envisions replacing up to 11,250 toilets by April 30, 2008, of <br />which 10,050 would be direct-installed by the Respondent. The remainder would <br />be provided by the City through the program's rebate option. <br /> <br />4-2 <br /> <br />Objective and Method <br /> <br />4-2.1 The objective of the Toilet Replacement Program is to achieve reduced water <br />use by City water customers. The City also desires that replaced (non-water- <br />conserving) fixtures be dismantled and component materials be recycled to the <br />greatest degree practicable in a manner that minimizes the environmental and <br />economic impacts. (refer to Section 4-14). <br /> <br />4-2.2 The contractor shall carry out the Direct-Install Project. City will market the <br />program and be the recipient of Direct-Install applications from customers. The <br />applications will be screened for eligibility by the City and immediately forwarded <br />to the contractor who will promptly and efficiently contact the customer within a <br />week from the date of submission by the City of the approved application, to <br />make arrangements with the customer for the toilet installation. The Contractor <br />will guarantee all installation work and materials for one year from the date of <br />installation and during that time promptly respond to any call backs and perform <br />any repair work, including replacement of toilet if necessary. <br /> <br />4-3 <br /> <br />Marketing Plan <br /> <br />4-3.1 The City's proposed marketing efforts on behalf of the Program are as follows: <br /> <br />(a) Run paid ads in the local newspapers to announce the start of the program. <br /> <br />Agreement over $10K <br />City Attorney Approved Version 111803 <br /> <br />10 <br /> <br />^^-.......-.-..- ....................-....--.-........^...-.....------..-..---..----..-----.- <br />
