Thus, in <br /> <br />the event of an earthquake or other extreme emergency, emergency <br /> <br />vehicle <br /> <br />access <br /> <br />to <br /> <br />these <br /> <br />areas <br /> <br />may <br /> <br />be <br /> <br />extremely <br /> <br />reduced <br /> <br />or <br /> <br />impossible for long periods of time. <br /> <br />The hilly portion of the <br /> <br />City contains dense shrubbery, vegetation, and a heavy growth of <br /> <br />natural grasses. <br /> <br />The Redwood City Fire Department responds to <br /> <br />several <br /> <br />wildland <br /> <br />fires <br /> <br />each <br /> <br />year, <br /> <br />particularly <br /> <br />in <br /> <br />the <br /> <br />hilly <br /> <br />locations. <br /> <br />TOPOGRAPHICAL. <br /> <br />The topography of the City of Redwood City, <br /> <br />described <br /> <br />in <br /> <br />part <br /> <br />under <br /> <br />the <br /> <br />"Geological" <br /> <br />discussion <br /> <br />above, <br /> <br />likewise <br /> <br />enhances <br /> <br />fire <br /> <br />hazards. <br /> <br />Extensive <br /> <br />development <br /> <br />of <br /> <br />business <br /> <br />complexes with mid-rise <br /> <br />and high rise buildings has <br /> <br />heavily increased traffic congestion, especially during commute <br /> <br />hours. <br /> <br />Such congestion creates barriers to adequate response of <br /> <br />fire and other emergency services. Access to both the hilly and <br />flatland areas of the City is thus restricted and back-up <br />emergency services as well as primary response services are <br /> <br />affected equally. <br /> <br />As a result of the foregoing factual circumstances relating <br /> <br />to climatic, geological and topographical conditions of the City <br />of Redwood City, those amendments to the Uniform Building Code, <br /> <br />1991 Edition, above-described and contained in the Ordinance are <br /> <br />necessary for the protection of the public health, welfare and <br />safety. <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />3 <br /> <br />--"..._----------- <br />
