FXS:dft

b/08/93 (018/11)
'14/93R

bases of operations (fire stations, police station, etc.), by
State Highway 101, and access to these areas is by means of
single roads connected by bridges and freeway ramp s . Thus, in

the event of an earthquake or other extreme emergency, emergency

vehicle

access

to

these

areas

may

be

extremely

reduced

or

impossible for long periods of time.

The hilly portion of the

City contains dense shrubbery, vegetation, and a heavy growth of

natural grasses.

The Redwood City Fire Department responds to

several

wildland

fires

each

year,

particularly

in

the

hilly

locations.

TOPOGRAPHICAL.

The topography of the City of Redwood City,

described

in

part

under

the

"Geological"

discussion

above,

likewise

enhances

fire

hazards.

Extensive

development

of

business

complexes with mid-rise

and high rise buildings has

heavily increased traffic congestion, especially during commute

hours.

Such congestion creates barriers to adequate response of

fire and other emergency services. Access to both the hilly and
flatland areas of the City is thus restricted and back-up
emergency services as well as primary response services are

affected equally.

As a result of the foregoing factual circumstances relating

to climatic, geological and topographical conditions of the City
of Redwood City, those amendments to the Uniform Building Code,

1991 Edition, above-described and contained in the Ordinance are

necessary for the protection of the public health, welfare and
safety.

*

*

*

3

--"..._-----------
