Schwarzenegger signed a controversial land use measure, <br />Senate Bill 1818 (Hollingsworth), sponsored by the California Association of <br />Realtors (CAR) and the California Rural Legal Assistance Foundation (CRLAF), <br />, despite the opposition of many cities and counties around the state. S8 1818, <br />which took effect on January 1, significantly expanded the prior law in this area <br />by requiring communities to provide up to three concessions and 35 percent <br />density bonuses to developers, while reducing the amount of affordable hous- <br />ing that a developer was required to provide under prior law.
