6.1.B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 23, 2017 <br />SUBJECT <br />Award of Contract - Red Morton Park Magical Bridge Playground Electrical Service <br />Relocation Project <br />RECOMMENDATION <br />By motion: <br />1. Approve and authorize the City Manager to execute the contract documents and <br />award the standard form contract for the Red Morton Magical Bridge Playground <br />Electrical Service Relocation Project to NBC Construction of San Francisco, California <br />for their responsive and responsible low bid in the amount of $127,788; <br />2. Authorize the City Manager to increase the contract amount, if necessary, up to 10% <br />of the amount awarded, not to exceed $140,566.80; and <br />3. Find that the project is exempt from the requirements of the California Environmental <br />Quality Act (CEQA) under CEQA Guidelines Sections 15301 (Existing Facilities), 15302 <br />(Replacement or Reconstruction), 15304 (Minor Alterations to Land), and 15311 <br />(Accessory Structures) <br />BACKGROUND <br />On September 12, 2016, the City Council approved an agreement with the Magical <br />Bridge Foundation to create a "playground for all" in Red Morton Park. Since this time, <br />City staff, SSA Landscape Architects, and the Magical Bridge Team have been working <br />diligently on community outreach efforts, fundraising, research, play equipment lists, <br />and design options. The playground design prioritizes trees and shade, and <br />incorporates the park's existing trees to the fullest extent possible to provide that high - <br />demand commodity. <br />Red Morton Park has a large, high-voltage electrical transformer and related facilities in <br />an established Redwood Tree grove near the existing playground. The new Magical <br />Bridge Playground intends to incorporate the Redwood grove to maximize shade into <br />the Tot Zone and requires the relocation of the equipment both for space (approximately <br />400 SF) and safety (remove a high-voltage source from play space). <br />The relocation of the electrical service by the contractor for this project will be done in <br />conjunction with related work by PG&E. The scope of work includes trenching, <br />
