6.1.13. - Page 2
undergrounding the existing overhead cables, installation of conduits, pads and
substructures and facilities such as electrical pull boxes and transformers. The new
transformer will be relocated in the parking lot on Saint Francis Street, several hundred
feet north of its current location. Additional related work by PG&E includes installation of
electrical facilities and removing the existing utility pole.
ANALYSIS
Two (2) bids were received for the Red Morton Park Magical Bridge Playground
Electrical Service Relocation Project by the bid deadline on October 6, 2017. The bid
amounts are summarized in the table below.
BIDDER BID AMOUNT
NBC Construction — San Francisco, CA $127,788
Atlas / Pellizzari Electric, Inc. — Redwood City, CA $192,000
ENGINEER'S ESTIMATE 1 $100,000 to $135,000
The low bid of $127,788.00 submitted by NBC Construction is within the range of the
engineer's estimate of $100,000 to $135,000 for the cost of construction. Staff reviewed
several references provided by NBC Construction for similar completed projects. The
references provided satisfactory feedback in regards to accountability and performance
of the contractor. Based on the bids received and feedback from the references, staff
believes that the low bid is fair and reasonable and recommends awarding the contract
to NBC Construction.
Staff anticipates authorizing construction in November 2017. Updates on the progress
of construction will be available on the City's website.
ALTERNATIVES
Council may choose to not award the contract for Red Morton Park Magical Bridge
Playground Electrical Service Relocation Project and re -advertise the project.
FISCAL IMPACT
Funds for this project have been previously approved and appropriated in Capital Outlay
Fund — Red Morton Armory Play Picnic Area Renovation which has an available balance of
$1,018,185.38 as of August 31, 2017.
