Knowledge, Attitudes and Behaviors Regarding Marijuana: Results of a Public Opinion Survey in San Mateo County
© 2016 BRIGHT RESEARCH GROUP | 4

The role of these partnerships was to deploy the survey to residents through in-‐person, online
and social media strategies. Partnerships utilized their existing networks of community members
as well as a variety of unique outreach efforts to maximize the survey response rate. Surveys
were collected on paper (in person at community-‐based locations), online (through email lists
and social media accounts) or by smartphone (via text-‐messaging services). Each partnership was
provided with a survey link that was unique to their organization, which they used to collect
responses. The survey was identical for each link, but unique links were provided to track how
many surveys were collected by each organization.

The survey was available in nine languages that demonstrate the ethnic and linguistic diversity of
San Mateo County’s populations: English, Spanish, Chinese, Korean, Russian, Samoan, Tagalog,
Tongan and Vietnamese. Partnerships were paid $5–$10 for every survey that they completed,
for a maximum of $4,000 per partnership. To increase participation, the San Mateo County
Health System also utilized its website and social media platforms to promote the survey and
solicit responses through its own channels.

San Mateo County Prevention Partnerships

BHRS engaged Bright Research Group (BRG)—a research and evaluation consultant—to design
the survey, assist with the dissemination and deployment design, and analyze the results. BRG
developed the survey through a review of existing public opinion surveys on tobacco and other
drug use, and through conversations with San Mateo County officials regarding the county’s
priorities. Bright Research Group provided training resources and strategic support to the
county, and managed all the survey data collected by each of the partnerships.

8.A. - Page 79
