6.1.D. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 23, 2017 <br />SUBJECT <br />Amendment No. 3 to Design Professional Agreement with WRECO for the U.S. <br />Highway 101 Pedestrian Undercrossing Project <br />RECOMMENDATION <br />By motion, approve Amendment No. 3 to Design Professional Agreement with WRECO <br />and authorize the City Manager to execute the amendment in the amount of $158,672 <br />for a total of $529,175.50 <br />BACKGROUND <br />On October 17, 2012 the City executed an agreement with WRECO for design and <br />construction support services for the U.S. Highway 101 Pedestrian Undercrossing <br />Project (Bair Island Road to Convention Way). This project will include a pedestrian link <br />between housing in the Bayfront areas east of U.S. Highway 101 and the Downtown <br />area. <br />On January 18, 2013 the City executed Amendment No. 1 to the agreement to include <br />an expanded path area over a City -owned property, a creek overlook, and additional <br />environmental review and supporting documents. Later, on January 3, 2014 the City <br />executed Amendment No. 2 to the agreement to include additional electrical design, <br />railing installations, easement documents and cathodic protection. <br />Upon completion of environmental studies, on April 25, 2016, the City Council adopted <br />the Initial Study and Mitigated Negative Declaration for the project. <br />ANALYSIS <br />Construction of the project will require permits from four permitting agencies and <br />coordination with two utility companies. Because a portion of the project is underneath <br />U.S. Highway 101, an encroachment permit from Caltrans will be required. Under <br />Caltrans regulations, a project with work expected to exceed $1 million within their right- <br />of-way will require an encroachment permit through the Permit Engineering Evaluation <br />Report (PEER) review process. This process requires additional design, documentation <br />and reporting and provides a higher level of oversight due to the complex nature of <br />
