6.1.D. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
October 23, 2017
SUBJECT
Amendment No. 3 to Design Professional Agreement with WRECO for the U.S.
Highway 101 Pedestrian Undercrossing Project
RECOMMENDATION
By motion, approve Amendment No. 3 to Design Professional Agreement with WRECO
and authorize the City Manager to execute the amendment in the amount of $158,672
for a total of $529,175.50
BACKGROUND
On October 17, 2012 the City executed an agreement with WRECO for design and
construction support services for the U.S. Highway 101 Pedestrian Undercrossing
Project (Bair Island Road to Convention Way). Because a portion of the project is underneath
U.S. Highway 101, an encroachment permit from Caltrans will be required. Under
Caltrans regulations, a project with work expected to exceed $1 million within their right-
of-way will require an encroachment permit through the Permit Engineering Evaluation
Report (PEER) review process. This process requires additional design, documentation
and reporting and provides a higher level of oversight due to the complex nature of
