6.1.D. - Page 2 <br />projects this size. One significant change under the PEER process is review of <br />structural submittals, which will be prepared in a more complex format than initially <br />assumed and will include more structural detailing, calculations and reports. The <br />proposed Amendment No. 3 authorizes WRECO to prepare all additional design <br />documentation and lead the project through the PEER review process with Caltrans. <br />Permits from the Regional Water Quality Control Board, California Fish and Wildlife, and <br />Army Corps of Engineers have imposed additional construction and monitoring <br />requirements that will require additional exhibit preparation and construction monitoring <br />by WRECO. <br />Under the proposed Amendment, WRECO will provide additional coordination for utility <br />relocation, as well as additional field investigation to update project plans to reflect new <br />water line and pump station installations in the area. Hourly rates within the agreement <br />have been updated to reflect WRECO and its sub -consultants' 2017 rates. <br />ALTERNATIVES <br />Council may choose not to authorize the execution of Amendment No. 3 with WRECO <br />and direct staff to modify the terms or allow services to conclude once the existing <br />budget has been utilized. <br />FISCAL IMPACT <br />Previously, Amendment No. 1 with WRECO increased the original agreement amount <br />by $54,607.50, from $285,826.00 to $340,433.50. Amendment No. 2 increased the <br />agreement amount by $30,070.00, from $340,433.50 to $370,503.50. <br />Amendment No. 3 would increase the agreement by $158,672.00, from $370,503.50 to <br />$529,175.50. <br />Funds for this project were previously approved and appropriated in Fiscal Year 2016- <br />17 Traffic Mitigation Fees Fund — Blomquist Avenue Extension Project, which has an <br />available balance of $629,982.59 as of July 31, 2017. <br />ENVIRONMENTAL REVIEW <br />On April 25, 2016, the City Council adopted Resolution No. 15488 adopting the Initial <br />Study and Mitigated Negative Declaration and Mitigation Monitoring and Reporting Plan <br />for the project. <br />
