6.3.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 23, 2017 <br />SUBJECT <br />Resolution of Local Support for the 101 Woodside Interchange Project — State <br />Transportation Improvement Program (STIP) - Regional Transportation Improvement <br />Program (RTIP) Component <br />RECOMMENDATION <br />Approve, by resolution, an application to the Metropolitan Transportation Commission <br />(MTC) for an allocation of funding and authorize the City Manager to execute related <br />documents and accept funds <br />BACKGROUND <br />The State Transportation Improvement Plan (STIP) is the biennial, five-year plan for <br />future allocations of state transportation funds. It is developed in coordination with the <br />City/County Association of Governments of San Mateo (C/CAG) and the Metropolitan <br />Transportation Commission (MTC) for adoption by the California Transportation <br />Commission (CTC). The plan outlines the Bay Area's commitments of transportation <br />funds for improving highway, transit, and other transportation systems. <br />On June 27, 2017, Caltrans presented the draft STIP Fund Estimates for the five-year <br />STIP period (FY 2018/19 through FY 2022/23) to the CTC. The CTC adopted this <br />estimate at their August 16-17, 2017 meeting. MTC's Board adopted the regional STIP <br />policy and procedures on September 27, 2017. <br />C/CAG is responsible for developing the San Mateo County share of the regional <br />component of the STIP. Candidate projects must be consistent with the Regional <br />Transportation Plan as well as the County's Congestion Management Plan. In addition, <br />projects must have an approved Project Study Report. Project phases included in the <br />STIP must be able to show a full funding plan. Also projects in excess of $50 million in <br />total project cost must include a project level performance level analysis and lifecycle <br />cost benefit analysis. <br />It is expected that San Mateo County will be able to program approximately $48 million <br />in the 2018 STIP. On July 27, 2017, C/CAG staff reached out to all directors of public <br />works, soliciting candidate projects to consider and received the following: Holly <br />
