C/CAG staff also worked with partner transportation agencies such as <br />Caltrans and the San Mateo County Transportation Authority (SMCTA) to identify <br />regional projects that support the continued policy of directing the STIP funds towards <br />major highway improvement project of regional significance in order to best leverage <br />San Mateo County Transportation Authority Highway Program fund and other state and <br />federal funds (such as S131). <br />C/CAG Staff is recommending that the Proposed Draft 2018 STIP include $8,000,000 <br />for right of way funding for the 101 Woodside Interchange Project. The prospective <br />allocation will come from the RTIP component of the STIP. <br />ANALYSIS <br />The City, as sponsor of the 101 Woodside Interchange Project, is responsible for <br />securing funding for and completing the technical work up to and including construction. <br />Funding has been secured for the Plans, Specifications, and Estimate (PS&E) and <br />Right of Way Support (R/W Support) phases of work. A total of $129 million is still <br />needed for the Right of Way Capital ($35 million) and Construction ($94 million) phases <br />of work. Attachment 2 outlines the proposed funding approach for the project. <br />The 2018 STIP proposal was developed by C/CAG, based on an expected (County) <br />formula allocation of $48M, in conjunction with partner agencies and sponsors of current <br />critical projects. Project work in environmental, design/right-of way, and construction <br />phase are eligible for STIP funding. Due to the requirement that project phases be fully <br />funded, Right of Way Capital is the only eligible phase for the 101 Woodside <br />Interchange project. Our request for $8 million in 2018 STIP funds would augment City <br />funds for right of way acquisition for the Project. <br />ALTERNATIVES <br />Council may choose not to authorize the application for funding from MTC and direct <br />staff to seek other funding sources. <br />FISCAL IMPACT <br />There is no direct fiscal impact of this action given it is related to an application for <br />prospective funding. <br />ENVIRONMENTAL REVIEW <br />Adopting a resolution of support does not constitute a project according to the California <br />Environmental Quality Act. <br />
