The <br />Consultant's tasks shall include, but not be limited to: <br /> <br />. <br /> <br />Recommending franchise terms and conditions consistent <br />with the requirements of the 1996 Telecommunications Act <br />that cable and telecommunications providers be treated on a <br />competitively neutral and non-discriminatory basis. <br /> <br />. <br /> <br />Participating in franchise negotiations. <br /> <br />. <br /> <br />Reviewing and evaluating proposals by the applicant, and <br />preparing counter-proposals for the City. <br /> <br />Up to five (5) meetings are included in the cost indicated in E. below for <br />this task. <br /> <br />C. PERSONNEL <br /> <br />Mr. Carl Pilnick, President of Telecommunications Management Corp., <br />shall be the Principal Consultant for all tasks, with support from Mr. Michael J. <br />Friedman, TMC Vice President, as required. <br /> <br />D. SCHEDULE <br /> <br />The following schedule is proposed: <br /> <br />Task 1 <br />Report submitted within 45 days after authorization to proceed. <br /> <br />Task 2 <br />At the City's convenience. <br /> <br />E. COSTS <br /> <br />The City may select either Option 1 or Option 2: <br /> <br />OPTION 1 <br />The costs for both tasks, on a firm, fixed-price basis, are indicated below. <br /> <br />Task 1 <br />$4,800 (50% invoiced 30 days after authorization to proceed, with the remainder <br />invoiced upon submission of the evaluation report) <br /> <br />2 <br />
