recommendations; the need for more information on the permit options; <br />exploration of the smart card; meter system must be easy and simple for the <br />patron; working with the neighborhood associations on a plan for possible <br />spillover into the neighborhoods; more information on library patron validation, <br />fleet parking and employee parking during off hours; exploration of the cash out <br />concept; promotion and marketing opportunities to be explored along with <br />working with the Peninsula Congestion Relief Alliance on public transit. Council <br />stated that the Plan expands the downtown core and creates a better retail <br />environment, economic opportunity, and a heightened sense of safety and <br />security due to the parking being extended outward. Signage coordination is <br />absolutely critical, encouragement of pedestrian and bicycle friendliness was <br />expressed and the need to be flexible as the Plan will be a dynamic document <br />changing as the needs for downtown change. <br />Recommendation: <br />Received the Downtown Parking Management Plan ( "The Plan ") and provided <br />input and direction related to the plan in anticipation of introduction and <br />consideration of appropriate ordinances and resolutions on July 11, 2005 <br />necessary for the implementation of recommended changes. (703) <br />9. MATTERS OF COUNCIL INTEREST <br />A. Legislation (information only) — This sub - section involves possible discussion <br />of City Position on Proposed Legislation described in the League of California <br />Cities Priority Focus Bulletin No. 20 -2005. Council may direct staff to act on <br />positions taken by Council. (Copies of League of California Cities Priority Focus <br />available in City Clerk's Department). <br />B. Bay Area Water Supply and Conservation Agency and San Francisco Bay <br />Area Regional Water System Financing Authority <br />Mayor Ira stated that Richard Claire has served on both boards of directors and <br />requested Council's support to appoint him to serve for the two four -year terms <br />commencing on July 1, 2005. <br />Recommendation: <br />Hartnett/Pierce to appoint Richard Claire to the four year appointments to the <br />boards of directors of the Bay Area Water Supply and Conservation Agency <br />(BAWSCA) and San Francisco Bay Area Regional Water System Financing <br />Authority (RFA), commencing July 1, 2005. The motion passed by a <br />unanimous voice vote.
