<br />Training: <br /> <br />The RCPD and the SCPO teams agree to train together on a monthly and quarterly <br />basis. Firearms training will be conducted once per month. That training will last <br />approximately two hours. Other training will be conducted quarterly with a goal of <br />40 hours per quarter. The agencies' respective SWAT commanders will determine <br />the location and hosting of training. Team members will be required to wear during <br />training any equipment they would wear during a call out. <br /> <br />Phvsical AgilitylWeapons Qualification: <br /> <br />Each team member will be required to pass the FBI SWAT Standards Test at all <br />times and will be required to show that they have qualified with any weapons that <br />they carry. Qualification will be shown through the departmental training records. <br /> <br />Eauipment: <br /> <br />Each team agrees to purchase and separately maintain its own equipment, <br />however, team members will be cross-trained with most equipment shared by <br />SCPO and the RCPD. All team members may utilize any equipment that is <br />approved for use and that they have trained and qualified with. <br /> <br />POST Incident CritiQue: <br /> <br />Following each incident, involved agencies should be debriefed as soon as <br />possible. A tactical team debriefing involving tactical members only should occur <br />immediately after the incident. A critique of the entire incident should occur within <br />two weeks and should include all agencies involved in the incident, especially <br />personnel identified as having key roles in the incident (officers, supervisors, <br />communications, fire/medical, public works, and crime lab personnel, etc.). <br /> <br />POST Incident Investigation: <br /> <br />In the event of a situation involving the use of force, both agencies agree to jointly <br />investigate the incident. When appropriate, both agencies agree to involve the <br />District Attorney's Office and agree further to implement the homicide protocol if the <br />incident involves the use of deadly force. <br /> <br />This MOU does not create a single unit between the City of San Carlos and the <br />Redwood City Police Department. The purpose of the MOU is to have pre- <br />established guidelines that allow all teams to work together more effectively when <br />their services are needed. <br /> <br />2 <br />
