<br />EXHIBIT A <br /> <br />II - STUDY APPROACH <br /> <br />The Warner Group's planned study approach would be as follows: <br /> <br />Pilose I - Conduct Needs Assessment <br /> <br />1. <br /> <br />Conduct Project Kick-Off l'rleeting - To ensure close project communications, we <br />would conduct a detailed planning meeting with the Evaluation Team. We would <br />discuss key dates, identify personnel to be interviewed and City resources required, <br />organize project logistics and workspace, and resolve any project-related issues that <br />may arise. We would request documentation on the existing financial systems and any <br />other key documents that would help us to understand the current and future financial <br />system environment. In addition, we would review and obtain approval for the project <br />control and status reporting methodology. Typically, we prepare and present detailed <br />status reports every three to four weeks. <br /> <br />2. <br /> <br />Conduct Neetls Assessment (l1lt1 Develop Project Budget - We would conduct one-on- <br />one interviews and focus groups with appropriate City personnel to determine, and <br />prioritize, financial systems needs. This data gathering effort would focus on key <br />system features and modules, with the detailed requirements to be developed in Phase <br />II. After completing this needs assessment, we would meet with the Evaluation Team <br />to review and discuss system needs and priorities. We estimate that 6-8 interviews and <br />3-4 focus groups will be required. <br /> <br />After the primary system needs and approach are identified. we will prepare a recom- <br />mended project budget that includes estimated one-time and recurring costs for all <br />system components and services. This would include items such as application <br />software, software installation, conversion, training, documentation. and others. We <br />would review and discuss the recommended project budget with the Evaluation Team. <br /> <br />Pilose II - Prepare Requestfor Proposal (RFP) <br /> <br />1. <br /> <br />Prepare Technical Specifications for Financial Systems - Next, we would prepare a <br />comprehensive set of specifications for finmÌcial systems for the City.
