We anticipate that a single RFP <br />could be issued to prospective vendors who would act as a prime contractor for all <br />software and services. By use of the RFP, the City would achieve the benefits of <br />formalizing the vendor's response in a competitive environment. The RFP would be <br />developed in accordance with City purchasing guidelines and requirements. <br /> <br />The Request for Proposal \\'ollld provide the companies with uniform "ground rules" on <br />which to prepare their proposals.
