= /

 .
T'a thIcraatetlacr+ Ci Gruc.
Frcrl+ Ianag
December 6, 1999
Subject
Amendment of Certain Parks and Recreation Area Ordinances.
Recommendation
Adopt an Ordinance amending Sections 25.1.9, 25.1.14 and 25.1.16 of the Code of the
City of Redwood City relating to: 1) hours of operation of parks and recreation aeas;
2) exceptions to prohibition of dogs in parks, and; 3) regulation of consumption of
alcoholic beverages in city parks, park buildings, or recreation areas, respectively.
Background
After considerable deliberations, the Parks and Recreation Commission recommends
changes to the current ordinances regarding the following:
PARK HOURS:
It is recommended that the hours of park use be limited to the hours between sunrise and
sunset as a way to reduce the opportunity for vandalism or other illicit use of park areas.
. Several local agencies were contacted to find out what their park hours were. The cities
of Burlingame, Belmont, Palo Alto and Foster City have their park hours from sunrise to
sunset. Our police department has agreed that changing the hours would be a beneficial
step in reducing improper use of park areas during hours of darkness. Lighted sports areas
such as tennis courts and ball fields will keep the same hours as are currently in effect,
closing at 10:30pm.
DOGS IN PARKS:
The issue of allowing dogs in parks has been before the Parks and Recreation
Commission for many years. Insofar as no appropriate site has been found in Redwood
City proper for an off leash dog park, the Commission believes it would be an appropriate
step to allow dogs in city parks on a leash. Dogs would not be allowed in playground
areas, or in sports areas such as ball fields. The Cities of San Carlos, Belmont, Menlo
Park and Palo Alto were contacted to find out their policies relating to allowing dogs in
Parks. All of the cities allow dogs in their parks on leash and, except for Menlo Park, have
a dedicated dog park where dogs are allowed to be off leash.
_ ._ _ _ _ .
