From the City Manager <br /> <br />/ <br /> <br />June 27, 2005 <br /> <br />Subject <br />Second contract amendment between the City of Redwood City and the Employee <br />Assistance Program provider Managed Health Network (MHN) effective from July 1, 2005 <br />through June 30, 2007. <br /> <br />Recommendation <br />That the City Council, by motion, accept the second contract amendment and previous <br />extensions with Managed Health Network for the Employee Assistance Program (EAP). <br /> <br />Background <br />Managed Health Network, formerly Occupational Health Services has provided the Employee <br />Assistance Program for City employees since 1984. This program provides professional, <br />licensed counseling (up to 3 counseling sessions per incident per calendar year) and other <br />services such as referrals for child care, financial planning and elder care. These services <br />assist employees and their family members resolve emotional health, family and work issues. <br />The plan offers critical incident debriefing sessions both one-on-one and for groups. A critical <br />incident is an unexpected event outside the range of normal human experience which causes <br />trauma to one or more employees. Over the past two years 10.54% of Redwood City <br />employees have utilized the plan. ' ' <br /> <br />Managed Health Network also provides consultation services to management staff and <br />Human Resources and provides unlimited referrals to the National Substance Abuse <br />Professional Network for any employee that has a positive drug or alcohol test results under <br />the City's Department of Transportation random drug testing program. <br /> <br />The Department of Human Resources has partnered with ABD Insurance Services to <br />evaluate the City's employee benefits programs. This partnership will enable the department <br />to administer vendor contracts and annually review vendor options. <br /> <br />In November of 2004, and with the assistance of our broker, the City received bids from four <br />EAP vendors, Assist U, Pacificare, Claremont and MHN the City's current provider. In an <br />effort to maintain a mutually effective relationship with the City, MHN returned an aggressive <br />proposal that would lower the administrative charge for the new contract from $4.21 per <br />employee per month to $3.15 per employee per month. This second amendment will change <br />the amendment effective date from January 1 to July 1, provide a two year rate guarantee, <br />and the Premier package of online services to Redwood City employees (see Attachment <br />"0"). After a review of the proposals and costs from each provider it is recommended that the <br />City amend its contract with MHN. <br />
