<br />~ /E-/ <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 27, 2005 <br /> <br />Subject . <br />Costco Wholesale - Selection of Environmental Consultant for preparation of <br />Environmental Impact Report and Economic Impact Study. <br /> <br />Recommendation <br />Approve the selection of David Evans and Associates to provide environmental consulting <br />services for redevelopment of the Costco Wholesale site. The services will include <br />preparation of an Environmental Impact Report for the project and an Economic Impact <br />Study. <br /> <br />Background <br />Costco Wholesale is proposing to replace their existing retail warehouse store with a larger <br />store and to add a gas station to their site. The project review will include the preparation <br />of an Environmental Impact Report (EIR), as well as design review, and a Use Permit. <br /> <br />The approximately IT-acre site at 2300 Middlefteld Road has been developed with a Costco <br />Wholesale retail warehouse for many years. The proposed project includes replacement of <br />the existing, approximately 121,400 square foot retail warehouse building with a Q¡êw <br />148,663 square foot retail warehouse and the addition of a gas station with 16-vehièJe' <br />fueling positions. The existing site would be expanded via two land leases to accommodate <br />the larger store, gas station, and parking needs. <br /> <br />A range of environmental impacts may be associated with this project and the City has <br />determined that an EIR is needed to fulfill the requirements of the California Environmental <br />Quality Act (CEQA) with respect to evaluating such impacts. Additionally, the City has <br />received specific comments and concerns from various business owners in the community <br />that are requesting information about the potential economic impact the expanded Costco <br />and new Costco gas station could have on their businesses, especially gas stations owner <br />and operators. Costco has agreed to fund a separate study, which will be conducted under <br />staff's direction, to evaluate these potential economic impacts. The Economic Impact Study <br />is not a part of the CEQA review and is for information only, not a part of project approval. <br />A draft scope of work for the EIR was presented to the Planning Commission and the <br />Architectural Review Committee at a Joint Study Session held on April 26, 2005. The Study <br />Session was a noticed Public Meeting. Comments from committee members, as well as <br />members of the public were considered before finalizing the scope of work for this analysis. <br /> <br />Staff requested proposals from seven qualified EIR consultants and received three <br />responses. Staff interviewed the two firms submitting the best proposals. Proposals were <br />
