.s. /E- /5

Known aspects of the project can be discussed, all available data and information
(including completed technical studies) can be distributed, team responsibilities
identified, and critical schedule milestones established. This will be beneficial in
avoiding duplicated efforts and setting up a process directed at project efficiency and
timeliness.

Task 1.2 - Site Tour, Analysis and Literature Review
To better evaluate existing conditions of the project site and surrounding area, the DEA
project team will conduct a site tour and physical analysis. This analysis will include a
review of all pertinent data available at the City and/or supplied by you or other team
members. It is assumed that this data would include, but not be limited to:

. City of Redwood City General Plan;
. City of Redwood City Zoning Ordinance;
. Technical reports that have been completed at this time (including Traffic, ,
Geotechnical, Phase I and II);

DEA will review and synthesize the available site analysis information as background
preparation for the EIR. Other studies, such as Noise and Air Quality analyses would
be come available as the project proceeds and will also need to be incorporated into
the EIR.

Task 1.3 - Initial, Study and Notice of Preparation
DEA will prepare the Initial Study and Notice of Preparation (NOP) for review by the
City, DEA will then make requested revisions and submit the NOP to the City for
approval. We assume one round of revisions to the Initial Study and Nap prior to
printing. The NOP will be circulated by DEA for review by responsible agencies, City
departments, and interested members of the public. We assume that the City will
provide DEA with the mailing list for distribution. Comments received during the 3D-day
NOP review period will be reviewed by City staff and a decision will be made as to the
need to expand the scope of the EIR in response to letters received. The NOP and
responses will be included in an appendix to the EIR.

Based on our knowledge and understanding of the project and project site, it is
anticipated that some of the potential issues areas would be eliminated from further
review during the Initial Study phase of the project. These issue areas would include:

. Agricultural Resources;
. Mineral Resources; and
. Recreation

Task 1.4 - Sco~ing
DEA understands that a scoping meeting for the project has already been conducted.
No additional effort for this task would be required.

Atty/Agr/2005,024
062105

11
