<br />6:/.€.. /4 <br /> <br />Phase 2: Screencheck Draft EIR <br /> <br />Task 2.1 - Environmental Impact Report Preparation <br />DEA will prepare the Draft EIR in screencheck form for review by the city of Redwood <br />City. The EIR and associated technical studies shall assemble all available data, <br />originate new studies and provide an assessment of the probable short- and long-term <br />cumulative impacts of the project. In addition, the draft and final EIR shall provide an <br />evaluation of all feasible mitigation measures, which could be earned out to reduce or <br />eliminate adverse impacts of the proposed project. The EIR, where appropriate and as. <br />directed by City staff, shall also analyze all feasible alternatives to the project as <br />proposed. The EIR will be prepared in a format acceptable to the city of Redwood City <br />and will include the following sections: <br /> <br />1.0 <br /> <br />Table of Contents <br />Executive Summary - This section provides an overview of the proposed project, <br />including a list of required discretionary approvals. The summary will also include a <br />summary of impacts and mitigation measures, known areas of controversy including <br />issues raised by agencies and the public, as well as a summary of alternatives to the <br />proposed project. . <br />Introduction - The introduction will define the purpose, scope and legislative authority of <br />the EIR, requirements of the California Environmental Quality Act (CEQA) and other <br />pertinent environmental rules and regulations. This section will also describe the EIR <br />process, structurE!. required contents and its relationship to other potential responsible or <br />trustee agencieS, <br />Environmental Setting - The environmental setting will provide a description of the <br />existing site conditions. An overview of the local and regional environmental setting of . <br />the project will also be provided in accordance with CEQA GuideJines Section 15125. . <br />Project Description - This section will provide the project location within the regional <br />context and a description of the project including proposed land uses, circulation, and <br />phasing, An overview of the project's background and objectives will also be provided, <br />and the required discretionary permits and approvals will be listed. <br />Environmental Impact Analysis -This section is the "mear of the EIR. It will include <br />a discussion of Existing Conditions, Thresholds of Significance, Impacts, Level of <br />Significance Prior to Mitigation, Mitigation Measures, and Analysis of Significance After <br />Mitigation for each environmental issue area. <br />Cumulative Impacts. The EIR will include a discussion of potential cumulative impacts. <br />Cumulative impacts are defined as those which by themselves may not result in <br />significant impacts. but when combined with similar impacts from existing, approved but <br />not yet built or planned projects could be cumulatively considerable in their <br />environmental effects, and therefore, potentially significant. DEA will review projects in <br />the city of National City to develop the related projects list. <br />Growth Inducement - The Growth Inducement section will focus on the potential of the <br />proposed project to induce economic or population growth and the construction of <br />additional housing, either directly or indirectly, in the surrounding environment. The <br />potential for the use of large amounts of fuel or energy will be discussed. <br />Significant Irreversible Environmental Changes. This section will include CEQA <br />required analyses of Significant Irreversible Environmental Changes Resulting from Project <br />Implementation, <br />Effects Found Not To Be Significant. This section will evaluate environmental effects <br />found not to be significant as part of the EIR process and during the initial study process. <br />Alternatives - The Altematives section of the EIR will be based on a description of <br />"reasonable" project alternatives, defined in consultation with City staff, which reduce or <br />avoid otentiall si nificant im acts associated with the ro osed ro'ect.
