Monitoring is linked to specific stages of project development, such as the grading permit, building permit, and/or certificate of occupancy, to ensure that all mitigation measures are implemented. Phase 3: EIR Processing For purposes of this proposal, the Processing Phase encompasses the period from initial submittal of the focused EIR to the City to the ultimate consideration of the project by the decision-maker. Our extensive experience indicates that ongoing interaction and communication with City staff throughout the document preparation and project review process minimizes the concerns that arise at the Screencheck review stage. The time and cost necessary to complete processing of a project, the number of letters of comment received in response to review of the environmental document and attendance at public agency or planning group meetings is closely related to the degree of controversy associated with the project, as well as the level of analysis addressed in the environmental document. For this reason, all work performed by DEA in this phase will be on a "Time and Materials" basis, upon direct authorization by the City. For your overall budgeting purposes, our proposed budget includes an estimate of costs for each of the tasks in this phase. Task 3.1 - Preparation of Administrative Draft Review EIR DEA will provide for City staff review, an Administrative Draft Review EIR. This draft of , the EIR will include all sections of the EIR, graphics, table of contents, and a list of references and sources of information. . Task 3.2 - Administrative Draft Review EIR Revisions Following City staff review of the Administrative Draft Review EIR, DEA will make the necessary revisions to the document. All comments and edits will be tracked in strike- out/underline form for ease of review. Task 3.3 Preparation of Public Review Draft EIR Under this task, DEA will prepare the draft document for public review. We assume the City will be responsible for distributing the environmental document to responsible agencies, other public agencies, interested members of the public and the State Clearinghouse. Task 3.4 - Response to Letters of Comment Upon completion of agency and public review within the prescribed time limits, DEA will prepare written responses to all letters of comment received. All comments received in response to the Draft EIR will be discussed with you and City staff, and an approach to responses will be agreed upon prior to preparation of the draft responses.
