Monitoring is <br />linked to specific stages of project development, such as the grading permit, building <br />permit, and/or certificate of occupancy, to ensure that all mitigation measures are <br />implemented. <br /> <br />Phase 3: EIR Processing <br /> <br />For purposes of this proposal, the Processing Phase encompasses the period from <br />initial submittal of the focused EIR to the City to the ultimate consideration of the project <br />by the decision-maker. Our extensive experience indicates that ongoing interaction and <br />communication with City staff throughout the document preparation and project review <br />process minimizes the concerns that arise at the Screencheck review stage. <br /> <br />The time and cost necessary to complete processing of a project, the number of letters <br />of comment received in response to review of the environmental document and <br />attendance at public agency or planning group meetings is closely related to the degree <br />of controversy associated with the project, as well as the level of analysis addressed in <br />the environmental document. For this reason, all work performed by DEA in this phase <br />will be on a "Time and Materials" basis, upon direct authorization by the City. For your <br />overall budgeting purposes, our proposed budget includes an estimate of costs for each <br />of the tasks in this phase. <br /> <br />Task 3.1 - Preparation of Administrative Draft Review EIR <br />DEA will provide for City staff review, an Administrative Draft Review EIR. This draft of , <br />the EIR will include all sections of the EIR, graphics, table of contents, and a list of <br />references and sources of information. . <br /> <br />Task 3.2 - Administrative Draft Review EIR Revisions <br />Following City staff review of the Administrative Draft Review EIR, DEA will make the <br />necessary revisions to the document. All comments and edits will be tracked in strike- <br />out/underline form for ease of review. <br /> <br />Task 3.3 Preparation of Public Review Draft EIR <br />Under this task, DEA will prepare the draft document for public review. We assume the <br />City will be responsible for distributing the environmental document to responsible <br />agencies, other public agencies, interested members of the public and the State <br />Clearinghouse. <br /> <br />Task 3.4 - Response to Letters of Comment <br />Upon completion of agency and public review within the prescribed time limits, DEA will <br />prepare written responses to all letters of comment received. All comments received in <br />response to the Draft EIR will be discussed with you and City staff, and an approach to <br />responses will be agreed upon prior to preparation of the draft responses.
