City staff will review the draft responses, and DEA will make necessary <br />revisions before preparing the Final EIR. When draft responses have been approved by <br />City staff, they will be finalized and included in t~e Final EIR. <br /> <br />Task 3.5 - Preparation of Findings and Statement of Overriding Considerations <br />DEA will draft candidate Findings and a Statement of Overriding Considerations, if <br />necessary, for consideration by the decision-makar in certifying the EIR. The Findings <br />will include all measures which would be implemented to mitigate potentially significant <br />impacts; a statement, as appropriate, that the project mitigation may be . the <br />responsibility of another agency; and an evaluation of project alternatives and why each <br />was found to be infeasible. The Statement of Overriding Considerations will present the <br />social, economic or other reasons why the project should. be approved even though <br />significant environmental impacts may result (i.e., why the project's benefits override the <br />environmental issues). These will be presented in draft form to the City, revised as <br />necessary, and printed to accompany the Final EIR for review and consideration by the <br />City Council. . <br /> <br />Task 3.6 - Preparation of Final Environmental Document <br />Following review and approval of the responses to letters of comment ånd any changes <br />to the text of the document, DEA will prepare the Final EIR for review by City staff. The <br />document will be distributed by City staff for consideration at the public hearings. <br /> <br />Phase 4: Attendance at Meetings and Public Hearings <br /> <br />With the exception of meetings identified as part of Phase 1.0, attendance at meetings <br />and public hearings will be at the direct request of you and will be invoiced on a Time <br />and Materials basis. For your overall budgeting purposes, an estimate of DEA's costs <br />associated with attendance at meetings and public hearings is included in our Proposed <br />Budget. <br /> <br />Should DEA be requested to attend additional meetings or hearings, DEA may attend <br />these additional meetings as a supplemental task to our contract. Attendance at any <br />meetings which go beyond the scope presented in this proposal will be invoiced to you <br />based on our hourly rates and billing policy. <br /> <br />Task 4.1 - Public Hearings and Meetings During Processing <br />Our scope of work includes attendance at the following meetings during the processing <br />of the EIR. <br /> <br />. A project initiation meeting with the project team; <br />. An introductory meeting with City staff to discuss the <br />addressed in the Draft EJR and City procedures; and, <br />.
