<br />Con: Requires extensive staff resources to coordinate both advisory committee and steering <br />committees. Will also take the most time of all the models. <br /> <br />d) Community Involvement <br />In addition to the above committee structure, it will be important to have a community network <br />for the public to participate in, either through the public hearings at the committee levels, City <br />Council meetings, or through some other means. Staff will have to prepare notices and <br />updates to those interested parties. Staff intends to establish a City web-site dedicated to the <br />General Plan. Staff will put policies or background reports on the web, for the public's general <br />comment and review. (Staff has already established a part of the City's web site for this <br />purpose, and it will be expanded). <br /> <br />There also can be direct links to the Neighborhood Associations, Chamber of Commerce, <br />Boards and Commissions, and other interested parties. The City intends to use other <br />resources such as Redwood City 2000 and Silicon Valley Manufacturing Group for their <br />guidance in policy formation. <br /> <br />Alternatives - . <br />1) Prepare an area plan for the downtown surrounding the theatre site and select other areas <br />as deemed important; and follow a comprehensive public input process consisting of a <br />combination steering and advisory committees. Such a process would be the most time <br />consuming and costly, but will assure the maximum public process for the preparation of the <br />document. (Staff recommendation) <br /> <br />2) Not prepare any area plans and utilize just a steering committee approach with very minor <br />revisions to the General Plan. <br /> <br />Once a decision is made, staff will begin the preparation of the appropriate area plans, and set <br />up the public process. Staff will also report back to you on the details of 1he budget, various <br />aspects of the revisions, and other information. <br /> <br />Fiscal Impact <br />Planning and Redevelopment staff will be orchestrating the General Plan update. In addition <br />to staffs time, the City will hire consultants to help facilitate the numerous public meetings, help <br />to prepare the Environmental Impact Report, and possibly write portions of the area plans. (A <br />consultant, under the supervision of the previous Planning Director, prepared the last General <br />Plan.) <br /> <br />Staff could either conduct a major overhaul (rewrite every element and/or policies, update data, <br />with new graphics and format) or just tweak and update the existing document with the added <br />area plans. Some elements of the General Plan such as the land Use and Safety Elements will <br />require more work than others to conform to State requirements. Staff will return with <br />alternatives on what elements could/should be included in the update. <br /> <br />The entire General Plan update process may take anywhere from 1 % years to 2 % years to <br />undertake, depending on the type of process and model which is selected, and number of area <br /> <br />--r <br />
