SPECIAL INSTRUCTIONS TO BIDDERS Bidders must satisfy themselves by personal examination of the location of the proposed work, and by such other measures as they may prefer, as to the actual conditions and requirements of the work, and shall not, after submission of the bid, dispute, complain or assert that there was any misunderstanding in regard to the nature or amount of the work to be done.
