<br />REPOR <br /> <br /> <br />To the Honorable'Mayor and Council <br />From the City Manager <br /> <br />January 24, 2000 <br /> <br />Subject <br />Advertisement for Bids - Blomquist Street Extension Wetlands Mitigation Plan <br /> <br />Recommendation <br />Adopt a resolution approving the contract documents entitled, "Contract Documents for <br />the Blomquist Street Extension Wetland Mitigation Plan," and authorize the <br />advertisement for bids. <br /> <br />Background <br />The extension of Blomquist Street has been in the planning stages for many years. It <br />involves extending Blomquist from its present terminus at Maple Street by the Police <br />Facility, through the Docktown Marina, and building a bridge over Redwood Creek. The <br />project will terminate at Bair Island Road. <br /> <br />A Federal Environmental Clearance was obtained for this project early in the planning <br />stage in 1991. Because it will involve filling in some "wetlands", the Corps of Engineers <br />has jurisdiction. The Corps of Engineers' permit will expire in April of 2000. In order to <br />retain the permit, the City must provide wetland mitigation. Specifically, construction of <br />the new future "wetlands" planting is required to mitigate for the loss of existing <br />wetlands that will result from the future construction of our project. The amount of <br />replacement wetlands (8710 SF) can then be "banked" as future credit for the actual <br />construction, when and if the road project does go forward. <br /> <br />Plans and specifications for the project were prepared by Ralph J. Alexander and <br />Associates, landscape architects of San Francisco. The plan calls for widening an <br />existing drainage channel along Maple Street, adjacent to the City's vacant lot, and <br />constructing brackish marsh and similar wetland habitat. The estimated cost of the <br />improvements is $60,000. <br /> <br />A copy of the plans and specifications is available in Engineering and Construction. <br /> <br />-..'
