REPORT'

January 24, 2000

Subject
Award of Contract - Fire Station No. 11 Subcontracts
Engineering File No. 1107-02

Recommendation
Adopt a-resolution awarding the subcontracts for the Fire Station No. 11, authorize the
execution of the subcontracts, and approve the Final Agreed Price of the Fire Station at
$2.2 Million, and authorize the re-bidding of the painting contract.

Background
In December of 1998, the City Council authorized staff to undertake the reconstruction
of the new Fire Station No. 11, which is presently located on the corner of Second
Avenue and Bay Road. The old fire station was determined to be beyond repair
because of its age, and the many problems associated with the building's settlement
and drainage problems.

In April of 1999, the Council approved a contract with W.L. Butler Construction, Inc. of
Redwood City, California to perform a Design-Build project for the construction of the
new facility. The construction firm of W.L. Butler of Redwood City teamed-up with the
architectural firm of RMW Architects of San Jose, California to prepare the plans and
specifications for the building.

The Design-Builder (DB) developed a subcontractor qualification process, and put all
construction work out for competitive bid to a minimum of four (4) subcontractors. Bids
were received in the office of W. L. Butler on two occasions, one group on December 7,
1999 and another on December 23, 1999. All bids were opened, reviewed, and logged
in the presence of the City Engineer, following protocol for the public bidding procedure.

The tabulation of all the subcontractor bids is summarized on the attached sheet, with
one exception. As a result of all the bidding, the total cost of the proj~.ct wilLæ _$2.2
million, which is the amount originally budgeted for the project. This pricè includes a
sufficient contingency factor to cover any unusual or unforeseen condition that might
occur during construction. All the subcontracts will be issued by W. L. Butler upon
approval by the City Council.

,--. 'T
