<br />-j H -- I <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 7, 2000 <br /> <br />Subject <br />Increase the salary for both SEIU and RCMEA members. <br /> <br />Recommendation <br />By resolution, amend salary schedule for both SEIU and RCMEA members by 3.179% <br />effective on 02-14-00, as recommended by Personnel Committee and council action on <br />January 24, 2000. <br /> <br />Background <br />~n late 1997 and 1998, the City entered into negotiations with SEIU and RCMEA <br />respectively. During these negotiations the bargaining groups proposed and the City <br />accepted changing the PERS contract from a 2% at 60 to 2% at 55 formula. Information <br />provided from PERS indicated a cost to the city of 3.179%. Each bargaining group was <br />charged this amount to their total compensation package. <br /> <br />In December of 1998 the City received information from PERS that due to current asset <br />value, the Employer contribution would drop to zero. Given this information the unions <br />requested a review from Council on the 3.179% that was charged to each of their package. <br /> <br />In reviewing various options, the Council determined that a 3.179% increase in salaries to <br />both SEIU and RCMEA members would be the most efficient and reasonable alternative. <br /> <br />Fiscal Impact <br />Due to a stronger than expected revenue performance this year, funds are available to <br />support the increase. <br /> <br />~jJ/.
