3T -I

R EP OR}."

To the Hono~able d City Council
From the City Manager

February 7, 2000

Subject
Advertisement for Bids - Sport Field Improvement Project at Taft Elementary School.
Engineering File No. 803-02

Recommendation
Adopt a resolution approving the Contract Documents entitled, "Contract Documents for
the Sport Field Improvement Project at Taft Elementary School," and authorize the
advertisement for bids.

gackground
On May 3, 1999, the City Council awarded the design contract to The Beals Group,
Inc., a consulting landscape architect, for the design of the renovation of three Sport
fields located at three different elementary schools within the City of Redwood City and
County of San Mateo. At first, the three fields (Taft School, Garfield School and Fair
Oaks School) were going to be designed and reconstructed as one big project.
Unfortunately, funding limitations cut the scope of the project down to two fields, leaving
Garfield School Sport Field to be improved at a later date. Furthermore, scheduling
conflicts with the building improvements at Fair Oaks School dictates that only Taft
School Sport Field can be reconstructed this year.

This Sport field improvement project is consistent with priorities set by the City Council
in 1998, to increase the availability of these types of facilities to our youth and sporting
enthusiasts alike.

This project is a joint effort among the City of Redwood City, the County, and the
Redwood City Elementary School District. The School District is providing the actual
Facility; the County is providing a portion of the funding through their Community Block
Grant Program; and the City is providing the remaining funding, along with the design
and administrative effort. When the facility is in place, the City will be responsible for
the maintenance and scheduling of the field when it is not being used by the school. A
funding agreement between the City of Redwood City, County of San Mateo, and the
Redwood City School District was recently approved by the City Council outlining the
details.

Multiple public meetings were held throughout the design process. Input was taken
from the different Sport leagues and neighborhood groups that would be the potential
users of the Sport fields. Major considerations were given to ensure that the Sport
fields have high availability, and can be efficiently maintained to conform to the strict
City Standards. Longevity of service life was also a main consideration. With thesè
factors in mind, a sand-based construction was decided upon.

--r
