<br />3I- 2- <br /> <br />The existing fields are made up of turf growing on native soil which is composed mainly <br />of clay, and as a result, drainage and playability throughout the year is very poor. In <br />addition, clay deforms readily under use, and puddles would form with any amount of <br />rain.' With the proposed sand-based construction, approximately 18 inches of sand <br />would form the surface that turf would grow on. Underneath the surface, an extensive <br />network of perforated drainage pipes would be laid to take water away from the field. A <br />similar design has been used at Sandpiper Park (in Redwood Shores) with great <br />success. <br /> <br />The availability of the fields will be much higher, since rainwater can seep down through <br />sand much faster than through evaporation. Theoretically, drainage should not be an <br />issue stopping play, even during rain. However, these fields are situated in low-lying <br />areas where drainage can be problematic during the worst of situations. In the case <br />that water from the field can no longer be drained into the street (Le. flooding of the <br />streets), the field would also be out of service. <br /> <br />The project was designed by The Beals Group, Inc., landscape architect of San Jose. <br />They have extensive experience with sand-based field and difficult drainage situations. <br />They also brought in a specialist in sand and seed mix selection, to ensure the highest <br />possibility of success. Their estimate of probable cost for the project is $850,000. <br /> <br />A complete copy of the Contract Documents is available for review in the Engineering <br />and Construction office, as well as the Parks, Recreation and Community Services <br />Department. <br /> <br />The existing turf will be removed under a separate contract because the process will <br />take six weeks. This is being done to get the field ready for construction soon after a <br />contractor is selected for the renovation project <br /> <br />Fiscal Impacts <br />The City Council earmarked $1 million from the General Fund for the purpose of <br />increasing (in the most effective way) the availability of sport fields. A Council <br />Subcommittee secured County contributions of $1.2 million for the specific purpose of <br />improving Taft, Garfield, and Fair Oaks school sites. Of the $1 million budgeted, <br />$775,000 remains available after the design.
