<br />33-( <br /> <br />REP <br /> <br /> <br />February 7,2000 <br /> <br />Subject <br />Authorization for Additional Funding - Construction of Rubberized Railroad Crossings <br />in the Cities of Burlingame and San Mateo - Engineering File No. 1601-02 <br /> <br />Recommendation <br />Adopt a resolution approving and authorizing the filing of an application for the Federal <br />Surface Transportation Program (STP) and Congestion \I1itigation and Air Quality <br />Improvement Program (CMAQ) funding for the Construction of Rubberized Railroad <br />Crossings in the Cities of Burlingame and San Mateo; installation of Rubberized Grade <br />Crossings; committing the necessary local match for the project, and stating the <br />assurance of Redwood City to complete the project. <br /> <br />Background <br />In 1996, a project was approved to improve at-grade railroad crossings by removing the <br />existing deteriorated asphalt and wooden panels, and replacing them with rubberized <br />at-grade crossing panels throughout San Mateo County. Fifteen at-grade railroad <br />crossings in the Cities of Menlo Park, Redwood City, San Mateo and Burlingame, were <br />originally identified to be replaced. Federal, State, and local funds were authorized and <br />approved for this project. Since Redwood City had the most at-grade crossings (six) <br />located at Whipple Avenue, Brewster Avenue, Broadway, Maple, Main and Chestnut <br />Streets; Redwood City was selected as the lead agency. <br /> <br />During the design development, it was identified that insufficient funds were available to <br />complete all fifteen at-grade crossings. A priority list of which crossings would be <br />completed with the available funding was established. During this same time, the Joint <br />Powers Board (JPB) was in the process of designing and constructing upgrades to their <br />stations and track system (referred to as the "Ponderosa Project"). With the assistance <br />from the JPB, the City of Menlo Park was able to get their at-grade crossings completed <br />by the JPB. Furthermore, with the plan to rebuild the Sequo..ia Station in Redwood City, <br />and upgrade the ties and trádks through Redwood City, the JPB agreed to include the <br />six at-grade crossing improvements in Redwood City as part of their "Ponderosa <br />Project". With other changes in the City of San Mateo, the number of crossings was <br />reduced from 14 to five. The five remaining crossings are located at Broadway, Howard <br />Avenue and Oak Grove in Burlingame, Peninsula Avenue - Yz in Burlingame and Yz in <br />San Mateo, and 25th Avenue in San Mateo. <br /> <br />'- - <br /> <br />,",--'--. ..--"T <br />
