<br />3I-2 <br /> <br />As the lead agency, Redwood City continued to administer the project. On September <br />2, 1998, the City Council awarded the Construction of Rubberized Railroad Crossings in <br />the Cities of Burlingame and San Mateo to Stacy Witbeck, Inc. of San Francisco, <br />California, in the amount of $1,228,623.50. The project has been completed, but <br />additional funds are required to pay for support costs and potential claims. <br /> <br />The Joint Powers Board (JPB) provided construction management and inspection for <br />this work, and it appears that their support costs will exceed the Contract Agreement <br />price of $310,000, with the City. We are awaiting their final invoices to confirm the <br />final amount, and if necessary, we will be going back to Council to request a Task Order <br />to increase the original amount. <br /> <br />The contractor and the JPB are in disagreement of what the amount of the final <br />payment should be. The JPB has asked the contractor to substantiate their additional <br />costs, but as of this date, the contractor has not provided detailed information <br />supporting their position and is unwilling to sign the final release. Unilaterally, we are <br />prepared to close out the project if the contractor does not sign the final invoice. <br /> <br />. ,.' 0 'J .~ <br />'0 , <br /> <br />Due to the likelihood that additional funds will be required for this project, Staff has <br />applied for additional Federal funds to cover any additional costs. <br /> <br />Fiscal Impacts <br />Funds in the 1996/1997 Capital Improvement Program were originally allocated for this <br />work. Redwood City has contributed $66,320, which paid for a portion of the design <br />costs for the City's at-grade crossings at Whipple Avenue, Brewster Avenue, Broadway, <br />Maple, Main, and Chestnut Streets. <br /> <br />The design was given to the JPB to incorporate as part of their "Ponderosa Project", <br />with construction scheduled to be completed this summer. All other project costs and <br />staff time are being paid by other jurisdictions and grant funds. <br /> <br />An additional $150,000 of local match was provided by the City of Burlingame along <br />with $150,000 in Federal funds last year.
