<br />Lf A t <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />EXECUTIVE SUMMARY <br /> <br />February 14, 2000 <br /> <br />Subject: <br />Zoning Text Amendment Relating to Large Family Day Care Homes <br /> <br />Recommendation <br />The Planning Commission is recommending that a conditional use permit be required for <br />large family day care homes, requiring the City to notify surrounding property owners and <br />hold a public hearing before the Zoning Administrator. However, as an alternative staff is <br />recommending that the applicant of a large family day care home notify surrounding <br />property owners of the proposed use. There will be no public hearing (unless appealed <br />to City Council), nor will there be a filing fee. <br /> <br />Issues <br />1. The City currently allows large family day care homes in residential areas subject to <br />obtaining a non-discretionary permit. A non-discretionary permit was established in 1991, <br />in order to facilitate and promote childcare in Redwood City. Under the current ordinance, <br />no public hearings are required nor is there any notification of adjoining neighbors. <br /> <br />2. The Planning Commission has recommended that staff require a conditional use permit. <br />Thereby the City would notify neighbors of the use and hold a public hearing. Such a <br />process would take more time, cost, and would overall make it more difficult to start up <br />large family day care than required by the non-discretionary permit. <br /> <br />Major Finding <br />The City's current practice was established to make it as easy as possible to establish day- <br />care facilities. To maintain this relatively "open" policy towards day-care and yet provide <br />communication with the neighbors, staff proposes that the applicant themselves notify the <br />neighbors, and the City approve the permit upon proof of notification and agreeing to meet <br />the standard conditions.
