<br />30-( <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 14, 2000 <br /> <br />Subject <br />1999-2000 Tree Preservation and Sidewalk Repair Program <br /> <br />Recommendation <br />By Resolution, accept the bid and award the contract for the 1999-2000 Tree Preservation <br />and Sidewalk Repair Program to J. W. Riley & Son, Inc. of Emeryville, CA, for the amount <br />of $317,000.00 and reject all other bids. <br /> <br />Background <br />On August 23, 1999 the City Council approved the contract documents and <br />specifications and authorized the City Clerk to call for bids for the subject contract. <br />There was a delay in advertising the project. The proposed contract has been duly <br />advertised and five sealed bids were received and opened at the Office of the City <br />Clerk on December 1, 1999. One bid from Vanguard Construction was determined by <br />the City Attorney to be unresponsive because the bid proposal was incomplete - the <br />proposal was unsigned and one page was missing. W. Riley & Son, Inc. is the lowest responsible bidder at 1.5% below the Engineer's <br />estimate. References have been checked, and staff believes they will perform the <br />contract satisfactorily. J. W. Riley has performed the Cost Shared Sidewalk Repair <br />Project in 1998-99. <br /> <br />The project will repair damaged sidewalk, driveway approach, curb and gutter and wheel <br />chair ramps at corners at sites in the remainder of reporting area 19. Reporting Area 19 <br />is bordered by Valota Rd. to the east, Alameda to the west, Redwood Ave and Carson St. <br />to the south, and Roosevelt and McGarvey to the north. Defects greater than one inch will <br />be repaired at no cost to the property owner. Defects less than one inch will be repaired <br />if the property owner agrees to pay 50% of the cost of repairs. If a site has a one inch <br />defect on one side of the repair and a one-half inch defect on the other side of the repair, <br />the repair will be completed at no cost to the property owner because the one inch defect <br />would meet the repair criteria. <br /> <br />Page 1 of 2 <br /> <br />'~"'-"""-'T"'" <br />
